Digital Business Analyst

Job Description

An experienced and skilled Business Analyst is required for a Central Government department. You will understand and analyse user and business needs, to ensure outcomes are aligned with business strategic objectives by contributing to the link between current and future business models, working across the product delivery lifecycle to bring together business needs with technical capabilities, with the goal of defining solutions that deliver value.

You will be comfortable in working across multiple and diverse programmes teams challenging constructively in order to assure that the data provided is accurate and robust and act as a critical friend to achieve solutions that are fit for purpose.


Main Job Objectives:

  • Deliver business analysis services to lead the development of effective, efficient and value for money products, services and processes

  • Define Requirements. Analysing and compiling business requirements and user needs relating to all aspects of the product or service and define acceptance criteria.

  • Baseline Existing Product/Service. Where services and products already exist, review and capture current principles, processes, tools, resources and costs to provide a baseline for improvement.

  • Develop Detailed Roadmap to Improvement. Drawing on appropriate expertise and resource to re-engineer and document service/product improvement processes, from ‘Baseline’ to ‘Optimal Model’.

  • Develop Method of Evaluation. Creating methodologies and tools for the estimation and assessment of potential improvement and benefits (time, cost, quality), in comparison to the ‘Baseline’, ensuring approaches are consistent across the programme to ensure life cycle benefits/costs are captured and managed.

  • Develop Cases for Change. Drawing on support and expertise, produce compliant business cases, utilising evidenced based analysis processes to make the economic, strategic, financial and commercial cases for change.

  • Progress Reporting. Reporting progress to meet Programme milestone and Management Information (MI) Reporting.

  • Utilising programme methodology and general project management principles, lead teams through the delivery of process/service/product improvements to achieve the ‘Optimal Model’ design. 


Person Specification:

  • Experience of driving research and gathering of business requirements against those articulated for the project.

  • Experience of evaluating requirements against the present state (where we are now) and the target state (where we want to be) identifying opportunities to develop successful business requirements needed to make the transition.

  • Experience engaging with policy and strategy to ensure business systems, workflows and processes contribute to target operating models

  • Effective written and verbal communication skills with the ability to communicate complex matters to different audiences.

  • Proven track record of working in a complex fast paced project/programme environment

  • Experience in supporting the development of Programme Projects objectives with the analytical skills to weigh up sources of evidence to make feasible recommendations.

  • Experience of working across multiple Programmes/Projects identifying dependencies, ensuring business needs are translated into solutions against identified timelines

  • Proven ability to perform consistently to tight timescales.
